Rhoades earned a bachelor’s degree in agriculture from Texas A&M University in 1979. He then served in the U.S. Marine Corps, working in multiple management positions for 30 years, and retiring as Colonel. Rhoades also worked in management positions and as VP for IT company SAIC (Science Applications International Corporation. He founded and serves as President of Grafton-Hill Inc, which assists the U.S. Army with system engineering and technical services. He has also worked in consulting since early 2022 .
Rhoades wants to clean the two contaminated wells in the entertainment district, improve infrastructure on the west side of town, and work on the Central Arizona Project allocation .
Rhoades wants to update town ordinances and enforce zoning ordinances on new developments .
Rhoades wants to encourage family-style Western events to increase sales tax revenues .
Rhoades sees fire and medical services as the responsibility of the town manager and as a council member would provide guidance and funding .
Rhoades wants to remove the 3-minute time limit for resident’s opinions on agenda items, allow resident input on the agenda, and implement town hall style events monthly .
