Background

Rhoades earned a bachelor’s degree in agriculture from Texas A&M University in 1979. He then served in the U.S. Marine Corps, working in multiple management positions for 30 years, and retiring as Colonel. Rhoades also worked in management positions and as VP for IT company SAIC (Science Applications International Corporation. He founded and serves as President of Grafton-Hill Inc, which assists the U.S. Army with system engineering and technical services. He has also worked in consulting since early 2022 [2].
