|Christopher L. Woodard Jr. earned a BS in mass communications from Norfolk State University . Woodard worked at Lowe’s for 15 years, from a ProServices to Contractor Specialist and eventually to Administrative Manager. He also created his own media company, which has produced 2 television broadcasts that have aired in the Virginia & North Carolina markets. Woodard has created more than 60 television shows and has created 104 airings in his lifetime. He also currently works as a substitute teacher. Woodard was appointed to the City Council in 2021 by the other City Council members in order to fill a vacancy .|
Woodard acknowledges the longstanding racial issues in Portsmouth. He wants the council to help bring people of different backgrounds together for discussions and communication .
Woodard wants the police to focus on community policing and improving transparency, and he prioritizes addressing violence and crime .
Woodard plans to improve Portsmouth’s tourism industry and supports the upcoming casino. He also hopes to improve the Atlantic Union Bank Pavilion. Woodard wants to attract industries to the city in order to create better-paying jobs and retain residents . He supports giving female and minority business owners more opportunities .
