Debbie Rose graduated from the University of California-Los Angeles, receiving a BA in Political Science. She would continue to pursue her education in law at Drake University Law School [1, 2, 3, 7].

Rose worked in a counsel position with the US House of Representatives, focusing on topics ranging from copyright and patents to trademarks and federal courts. Over the next 20 years, she worked for the Entertainment Software Association and ACT | The App Association. Rose has also been an Of Counsel and advocate for the law firm Whitbeck Benett, where she focuses on special education, Title IX, and employment disputes [1, 2, 3, 5].

Rose was first elected to the Loudoun County School Board for the Algonkian District in 2011. During her 8 years on the school board, Rose was a member of the Discipline, Student Support & Services, as well as Ad Hoc committees. She was also the School Board Liaison to the Special Education Advisory Committee and reviewed special education policies and practices.

Rose advocates for supporting effective and efficient use of taxpayer funds.  As Supervisor, she plans to work to ensure that taxpayer dollars are used wisely, as well as advocate for accountability and transparency of all financial transactions.  Rose wants to engage constituents to determine budget priorities and how best to utilize resources to benefit residents [1, 2, 4].

Public Safety

Rose supports funding local law enforcement to ensure they are prepared to meet the needs of a growing and dynamic county.  In addition, she supports the School Resource Officer (SRO) program in public schools, which she believes supports student and staff safety through personal relationships with students, emergency assistance, and risk reduction [1, 2].


Rose believes attracting businesses is essential to create employment opportunities and economic prosperity for all county residents. Rose wants to collaborate with local businesses, organizations, and residents to create a proactive economic development strategy with a focus on diversifying our business environment beyond the data center sector [1, 2].


Rose wants to work to expedite transportation projects. She plans to partner with law enforcement to ensure that areas known for traffic safety issues are reviewed for possible safety improvements [1, 2].


Rose hopes to develop budget and capital improvement plans to provide a high-quality education for students in a safe learning environment [1, 2].


Rose plans to bring together stakeholders to develop plans for commercial and residential land use. She wants to meet the commercial and housing needs of the area without creating unintended consequences such as increased traffic, overcrowded schools, or nuisances [1, 2].
