Devin Festa graduated from Arizona State University in 2019 with a bachelor’s degree in linguistics. Festa also received a bachelor’s as an exchange student in International Cultural Studies. Following her graduation, Festa interned with U.S. Congressman Tom O’Halleran and worked in both Casa Grande and Washington, D.C. 

Festa has worked for Rural Arizona Action, where she was the Regional Field Director and the Campaign Manager. She also became the advocacy coordinator for Rural Arizona Engagement and Rural Arizona Action, where she served until January 2022 [2]. During her advocacy work, Festa hosted listening sessions across Pinal County [1].

Festa wants to reduce instability of housing prices, especially due to their recent rapid increase [1]. Festa wants to encourage Casa Grande to prioritize affordable housing options in its growth, including multi-family zoning and rezoning other areas to allow for more types of housing in the area [3]. Festa is concerned that, despite the influx of jobs and companies into Casa Grande, many residents and workers can no longer afford to live there [5].


Festa wants to maintain a “small town” culture within Casa Grande. She looks to develop spaces within the city that are available for all in the community. Specifically, Festa wants to establish more community spaces, protect more water resources, and expand existing infrastructure [1]. Her goals also include furthering sustainable development within Casa Grande by supporting water conservation, developing public transit, and maintaining sidewalks, bike lanes, and trails for pedestrian use [3].


Festa wants to expand outreach to Casa Grande residents through community listening sessions. She also wants to increase voter engagement in local politics[1].
