Background

Holman grew up in San Joaquin County, and graduated from Edison High School. Holman received his Bachelor’s degree from the California Polytechnic State University: San Louis Obispo in 1970. He also attended the FBI National Academy [1]. Between 1971 to 1991, Holman served as the Deputy Sherriff in the San Joaquin County Sheriff Department [1, 2, 4]. Between 2000 and 2005, he served as the Chief Investigator in the San Joaquin County District Attorney’s Office, and was the first African-American person in California to become a Chief Investigator. From 2009 to the present, he has been a City Councilmember for the City of Stockton [2, 5]. He has also served as the Vice Mayor of Stockton [1].

Holman wants to work on rehabilitation, mental-health, and faith-based organizations to alleviate the issue of homelessness. Holman wants to work with agencies, non-profits, and municipalities to find housing solutions [1].

Holman wants to help those struggling afer the COVID19 pandemic. Holman wants to continue working with business partners to create new jobs and, with education, leaders to ensure that the workforce is skilled to fill those jobs [1].

Holman wants to increase quality and quantity, and wants to increase investment in the police department, while providing them with increased support staff and resources. He also wants to maintain the relationships that veteran officers have built with the community [1].
