Background

Samuels has a BSW from Norfolk State University and MEd in secondary education from Old Dominion University. He also has a Leadership Certificate from the Academy for Nonprofit Excellence at Tidewater Community College, a Diversity, Equity and Inclusion in the Workplace Certificate from the Muma College of Business at the University of South Florida, and has completed leadership courses through the Non-Profit Academy of Continuing Education [1, 2, 3, 6]. 

Samuels is currently the Program Director of the Peninsula Foster Grandparent Program in the Hampton Department of Human Services [1, 2, 3].

As a member of the Hampton City School Board, Samuels has helped increase school accreditation to 66%, bring the on-time graduation rate to 91.4%, lower the dropout rate to 2.59%, improve 3rd grade reading scores by 16.4%, and secure a grant writer to increase revenue [2].

As Program Director of the Foster Grandparent Program, Samuels secured approximately four million dollars in grants to support school-age programs on the peninsula and has increased the volunteer program dedicated to serving young people by 68% [2].

Samuels is the president of the Crowne Pointe Home Owners’ Association and the Virginia/DC Board of Director Senior Corp Association, a PTA member of Armstrong Elementary School and Phoebus High School, the Neighborhood Commissioner for District 8, and the School Age Programs Manager for Hampton City [2, 6, 11].

Samuels is a member of Armstrong Elementary School’s Facility Improvement Committee, Hampton City Schools’ Right & Responsibility Handbook Committee, the Downtown Hampton Kiwanis Club, the Downtown Hampton Exchange Club, the Hampton Triad, the Hampton Senior Citizen Advisory Council, the National Association of Foster Grandparent Program Director Board, the Peninsula 100 Black Man, Inc., Aberdeen Historic Civic Association, the Hampton Branch of the NAACP, and Ivy Baptist Church. He is a former board member of the Peninsula Agency on Aging and the former chairman for its advisory council [2, 6].

Samuels has also completed the City of Hampton’s community involvement course entitled Hampton 101 [2].

Samuels has been labeled as a Democrat under VPAP [12].

Key Issues

Education

Samuels aims to have 100% of Hampton City Schools accredited, improve literacy, implement the Academies of Hampton model, and work with City Council to fund raises. He also seeks to increase conversation with stakeholders and investors in order to address the school division’s needs. Samuels plans to ensure that all students regardless of race, gender, religion, background or socio-economic status have access to equal, quality education [2, 5, 6].
