Background

Joe Babb graduated from the University of California, Davis with a bachelor’s degree in soil and water science. Babb then graduated from San Diego State University with a master’s in international business. From 1988 to 1999, Babb worked for the County of San Diego Department of Planning and Land Use. In 1999, Babb started working for the Foreign Service, and his duties included working on the North American Free Trade Agreement (NAFTA) and the Transatlantic Trade and Investment Partnership (TTIP). Lastly, Babb has served as a senior advisor to the International Joint Commission (IJC). The IJC is the organization meant to overlook the US-Canadian treaty sharing the Great Lakes.
