Background
Sitka enlisted in the Navy in 1974 and retired as Chief Quartermaster in 1994 before becoming a Merchant Mariner. Sitka graduated from Liberty University in 2002 with an MA in professional counseling and with a doctor of education leadership in 2016. Sitka also worked as an intern for mental health on the Community Services Board of Virginia Beach in 2000 and previously worked as a Director for Maritime Credentialing with San Jacinto College Maritime. Sitka previously ran for election to Ward 3 of Norfolk Public Schools in 2002 [1, 6, 7].
