Lubeck seeks to shift school budget use from administration to teachers and classrooms [9].

Lubeck believes students should have more opportunities at earlier ages to learn about vocational careers. He believes schools should not teach ideology or politics [1, 4, 9].

Lubeck believes curriculum, books, and classroom exercises should be transparent to parents and that policy changes should consider parental and public input. He believes parents should have to give permission for students receiving sexually explicit material [1, 4, 9].

Lubeck believes schools should have a trained law enforcement officer and a single point of entry [1].

Lubeck seeks to address teacher morale, provide competitive wages, and recruit more teachers of color and male teachers. He seeks to train guidance counselors to properly provide aid to students of color, as well as increase awareness about scholarships for students of color [4, 9].

Lubeck believes discipline policies such as Positive Behavior Interventions and Supports prevent teachers and principals from controlling disruptions. He believes that students should face negative consequences for misbehavior, and seeks to work with parents to resolve discipline issues. Lubeck seeks to implement standard procedures in all Virginia Beach City schools [1, 9].
