Background
Michael Chapman graduated from the University of Maryland with a Bachelor of Science in Business Management and got a Masters in Public Administration from Troy University. Chapman is the current Sheriff of Loudoun County and a former Chief of Public Affairs for the Drug Enforcement Agency. As the Sheriff, he was Vice President of the Homeland Security Committee and was the Committee Chair for the Washington/Baltimore High Intensity Drug Trafficking Area. He was also named Sheriff of the Year by the National Sheriff’s Association [2, 5]. Chapman has also been involved in the Howard County Police Department as part of SWAT and patrol [2].
