Richard Bell graduated from the University of Virginia with a bachelor’s degree in Architecture and a minor in Urban and Environmental Planning [2, 3, 4, 7]. He retired from the U.S. Navy Reserve Civil Engineer Corps after 22 years of service in the U.S. Navy and the U.S. Navy Reserve [2, 3, 5]. Bell is the owner and principal broker of Adams-Nelson & Associates, Inc. [3, 5, 7]. He has previously served on the City of Winchester School Board, the Preservation of Historic Winchester (PHW) board of directors, the Top of Virginia Regional Chamber board of directors, and the City of Winchester Board of Architectural Review (2, 3, 4, 5, 6). In 2020, Bell was elected to the City Council as a Councilor for the First Ward [2, 3, 4, 5].
