Robert Luna earned a B.A. and M.A. in Public Administration from California State University at Long Beach and an Associate’s degree from Long Beach City College. Luna has attended the FBI’s National Executive Institute and Harvard University’s program for Senior Executives in State and Local Government [9]. Luna recently retired as Long Beach Chief of Police, after working with the Long beach Police Department for 36 years. He has previously worked in Special Weapons and Tactics (SWAT), homicide, drug, and gang investigations, canine operations, and communications [1, 6].

Luna grew up in East Los Angeles. He currently lives in Long Beach with his wife and two adult children [1].

Public Safety

Luna wishes to use relationship-based policing practices and develop mental health and substance abuse programs in both communities and jail systems. He wants to re-examine force policies, inprove deputy training, and expand the use of body-worn cameras and early intervention management programs [1].

Criminal Justice

Luna hopes to implement a data-driven approach in order to deal with criminal cases. He wants to coordinate with the DA’s Office, as well as the Board of Supervisors, LAPD, and LA County Chiefs to create a plan for habitual offenders and invest in long-term solutions to reduce crime, including strategies like community engagement and social services [1].


Luna hopes to invest in specialized mental health counseling to help those who are homelessness or incarcerated. He supports providing case management and diversion programs on streets, jails, and classrooms. He wants to create a multi-disciplinary team to address public safety requests and respond to non-life-threatening emergencies [1].


Luna wants to promote accountability and transparency, and collaborate with community partners to implement criminal justice reforms. He supports the use of Civilian Oversight Commissions [1]. While Luna was LBPD Chief, the department was scrutinized for using a self-deleting text service [4].

Mental Health

Luna wants to provide wellness programs, mental health care, and peer counseling and mentoring programs for law enforcement [1].

Law Enforcement

Luna wants to improve management structure, implement protocols to stop deputies from participating in gangs, and enforce consequences when staff are found involved in gang activities [1].


While Luna was LBPD Chief, the department conducted lewd conduct sting operations targeting gay men. He maintains he was not aware of these operations  [4].
