Steve Brown graduated from the Carolina University of Theology with a BA in Biblical Studies and Master’s in Ministry. Brown has served on the Hampton City Council since July 2018. He has work experience with Riverside Health Systems, Calvary Community Church, Emerging Leadership Academy, and Victory Life Church. Brown currently serves on NAACP, Aberdeen Civic Association, and Virginia Housing Commission subcommittee. He has also served with Healthy Families; Alternatives Inc.; Hampton Regional Housing Authority, Board Chairman; Y.H. Thomas Community Center, Vice President; Hampton/Newport News Community Service Board; Citizen Engagement Advisory and Review Commission; and Hampton United [1].

In 2021, Brown voted against increasing the Hampton stormwater fee, which is used to fund stormwater projects, to $10.38 due to the COVID-19 pandemic and people being in difficult financial situations [5].
